Hearthgnaw Compact

A loose alliance of Mouseling burrow-clans in the Mouse Empire that fractures and reforms every few seasons, providing temporary collective security without the permanence of a unified sovereign kingdom.

The Hearthgnaw Compact is the most politically unusual entity in the Mouse Empire precisely because it does not consistently exist. It is a recurring coalition of smaller burrow-clans who periodically find that their individual security situations require collective response, form the Compact, operate together for a season or several, and then dissolve when the shared threat that motivated cooperation has been managed or when the internal disagreements produced by proximity become more pressing than the external one. Then, some period later, they form again.

Chronicle Project sources that address the Compact across multiple temporal references describe multiple distinct instances — a Compact that formed in response to one threat and dissolved, then another that formed against a different threat. Whether these are the same clans re-coalescing or different combinations is not always clear from the sources, and the Compact’s own historical account of itself is not available as a consistent document, because the Compact does not maintain consistent records between formations.

Structure During Active Phases

When the Compact is active, it operates through a council of clan representatives who hold authority proportional to the population and resources their clan contributes to the joint operation. Decisions are made by majority, which means the largest contributing clan has significant weight, which means that whoever organized the current formation and contributed the most to it has the most authority.

This dynamic — the founding clan of each formation has structural power within the Compact — produces a predictable political shape. The clan that initiated the formation has the authority to direct common resources toward its own security needs, which is why it organized the formation in the first place. Other clans accept this because the collective security benefit still exceeds what individual operation produces, up to the point where it does not, at which point the Compact dissolves.

“Hearthgnaw” refers to a specific burrow complex — the traditional gathering site where the Compact forms. The complex occupies neutral ground, claimed by no single constituent clan, and has served as the recurring formation point across the Compact’s documented history. Between formations, the site continues to be used for smaller inter-clan meetings, which may account for why new formations consistently originate there rather than requiring negotiation about location.

Between Formations

When the Compact is dissolved, the constituent clans revert to individual operation. They are not in alliance; some are in active conflict. The dissolution is not permanent — previous formations have been followed by subsequent ones after intervals that range from a few seasons to several years. Outside kingdoms that interact with the Compact must track whether it currently exists as a functioning entity or whether they are dealing with its component clans individually.

This ambiguity is, in some circumstances, used strategically. A clan that wishes to avoid an obligation can claim the Compact no longer exists to bind it; a clan seeking to assert a claim can invoke the Compact’s existence if a formation is currently active. Chronicle Project sources note this pattern without resolution — the Compact’s legitimacy at any given moment depends on which account of its current status is being offered by which interested party.

Military Effectiveness

When the Compact is active and organized, it can field a combined force that exceeds what any of its constituent clans could mobilize individually. This combined capability is the primary value the Compact provides. The coordination quality varies with how recently the clans have worked together and how serious the shared threat is — urgent, clear threats produce better coordination than diffuse or ambiguous ones. The Compact at its best is a meaningful military force. The Compact at its worst is a coalition in which the clans spend more energy on the internal negotiation than on the external problem.
